The shemale scene in Manila is rather unorganized and small. There are no websites available that I know of. Most of the billyboys/shemales work as makeup artists in the normal girliebars, like in Makati's Burgos street or in Cubao, Pasay, etc. There are a lot of gay (bakla) waiters working in local Filipino bars.
